For those that have an interest in environmental issues or for those that cannot seem to grasp history, the Smithsonian Magazine has a good article of Cap and Trade. I myself was involved in the implementation of Cap and Trade early in the 90's with acid rain curtailment. Accordingly I believe the article has considerable merit. Enjoy
